There is less democracy in Ukraine than in the former Soviet Union days. FSU voters could chose between the Communist party and non-affiliated candidates, whereas now there is no choice - due to the proportional representation election system, head of Lviv oblast council Myroslav Senyk said March 21, addressing a session of representatives of Lviv council, oblast justice department, association of local councils and Constitutional Council NGO. -

Public constitutional councils should be set up in every rayon of the Lviv oblast to draw up proposals for Ukraine’s new constitution, Senyk believes.

The new constitution should strengthen Ukraine, the official said, citing the example of the United States. When Americans adopted their constitution the country was weak and divided, with the North opposed to the South. Ukraine also has such a divide, the East and the West. There were many people in the USA who spoke various languages and embraced many religions. In Ukraine there are Orthodox, Greek Catholics, Moslems, and Jews. After Americans adopted their constitution, they became a powerful nation. Let’s hope that the new Ukrainian constitution will play the same role, Senyk added.

The new constitution cannot be drawn up to fit any political party or a branch of power. Otherwise, the country will end up in stagnation. Therefore, the constitution should be drafted by a constitutional assembly, he concluded.

Myroslav Senyk also said Lviv authorities will set up an Internet portal to inform oblast residents about the work of the Public Constitutional Council.
