According to the minister, what had happened in Zakarpattya may destroy vertically built subordination system in the Ukrainian police.
The presidential secretariat has let the incumbent down legally and politically by
vetoing the cabinet resolution to appoint a Crimean police chief, something that had been invented by the secretariat itself.

“I will do everything possible to retain the police as a vertically built system taking orders from the interior minister and implementing the rule of law. Unfortunately, the police is one of the few such vertically built systems left in Ukraine. Speaking about the judicial system, we can see that it is no match for what it used to be. It may spark off problems, and that is why I will not permit the growth of separatism and disobedience,” IM Lutsenko noted.

July 4, first deputy Interior Minister Gen Savchenko announced plans to restructure the police in Zakarpattya, making public IM Lutsenko order appointing a new chief of Uzhgorod city police.

However, Zakarpattya oblast police chief Gen. Viktor Chepak defied the order, calling it ungrounded and illegal and urged his subordinates to join him in protest by standing up in the hall. All the police officers present at the meeting stood up.

General Chepak said no one had agreed the new candidate for city police chief, Vitaly Hlukhoverya, with him. Besides, against the established promotion procedure, V. Hlukhoverya had not been on the official list of candidates for the office of city sheriff.
