According to him, when Austria’s Alpine company was declared Feb. 6 official winner in a tender, Implenia, the only other participant of the tender, was not even explained the reasons for its defeat. “We merely got an email from Mr. Zasadny, director of Lviv city council department for Euro 2012 preparations, informing us that the winner was the other company,” Shtyn pointed out.

Moreover, when it turned out, Shtyn continues, that Alpine has no bank guarantees and will not invest in construction, the tender commission had to contact the other participant or announce a new tender. “The procedure is clear: given no bank guarantees by the winner, after 5 days the tender committee is to examine the proposal of the other participant or announce a new tender,” Rostyslav Shtyn stressed.

(It should be recalled that the tender results were announced on Feb. 6 and Alpine posted its official release that the company won’t invest in the project on its website on Feb. 13. Meanwhile, Lviv Mayor Sadovyj informed only on Oct. 9 that Alpine refused to build a stadium in Lviv, although Alpine won an investment, not construction, tender.

“We have just sent an email to Volodymyr Hirnyak, member of the Lviv council group in charge of attracting a new investor for the stadium, confirming that we are ready to participate in another tender and have all the required resources for the project implementation. All we need is a clearly defined proposal from the city,” Shtyn added.
